I would imagine that some plays are unstoppable .
it is like some glitches in madden or ncaa football where if you pick a certain play you will get touchdown everytime.
or if you call punt block on ncaa football and you know to move your line to the left side and run from the left side most times or not you will get a block.
So basically I would say if the ball gets kicked right to the returner and he starts to run to the right side of the field then rest of the punt team or kickoff team will most likely give up a touchdown because they will going to the right side of the field which opens up the left side of the field where the returner has a clear area to get a touchdown.
About the only thing the ADMIN could do is make it where the players who are on the punt team know not to give a clear area to the returner or where they close the gaps so punt returners cant get a big return unless they are a top returner that can return kicks by making something out of nothing but where the middle of the pack returner and below are not going to all sudden become like Eric Metcalf/devin hester/billy Johnson/etc. and return every kick like they are that awesome.
