So one of my top WR in another league is "Doubtful" with a 1 week Concussion. I know playing players with injuries penalized you up to 25% of the said location of the injury or something to that effect. ie. leg injury would effect speed/acceleration, Hands= pass catching etc..

so what exactly would a concussion penalty bring forth?..lack of intelligence/discipline/concentration, could it lead to drops or potentially fumbles? basically asking is it best to just sit him 1 week..or would he still be serviceable even being doubtful w/concussion?

Even that pesky neck injury ? A decrease in all ratings . ...or no effect at all . That's how I play it.

How long does it usually take to recover?

Concussions are like any other injury, there is a timetable.

I don't know if concussions are different than any other injury. However, generally as a rule, I bench a guy with one. The same goes for the pesky neck injuries too. (Esp. with Off or Def lineman). Overall, I try and limit any injured player seeing playing time. But in saying that, I try and develop teams that have some kinda depth over time because injuries can,do,and will happen. Usually right before a crucial matchup, division game,or playoffs. (Is that defined as bad karma or bad juju?)
