I find it to be ridiculously pointless that there is no option when making rules for things like "all downs", and "all distances", so you have to manually add each.

I wouldn't mind seeing this either. One more drop down box? Would make it easier for setting general rules...

This would be so nice!

I would rather have an import spec for both rules and to set draft boards. There is a lot of unnecessary manual work that could be automated.

I think you missed the point of the request. "2nd/short" is both down and distance specific. The idea is an option for "all short" regardless of down, for instance.
