From what I can tell, coachs seem to develop relatively unilaterally. That is, if they boom, they boom across the board. If they're stable, they're mostly stable across the board. And if they're a bust, they decline across the board. My suggestion would be a little more variability, and more of an emphasis on developing the skills that they directly utilize. This way, if someone proves to be a major 'hit' and develops incredibly at his position, you may have to take somewhat of a risk promoting that coach to be your O or D coordinator. They may be a true 'hit' and quickly develop more knowledge/skill in their new role, or it may turn out that they were simply a special teams savant and can't handle their new duties.

Something that I have wondered. Does hiring say a LB coach that has a high tackle rate, translate in helping your LBs in tackling?

The coaches influence the development of your players - so a LB coach with a high tackle rate will help your LB's close the gap between the red and the blue for that bar faster. It is a combination of the position coach, the coordinator, and the head coach that drives how quickly your players develop in each attribute.

So hypothetically, if my HC scores high in Pass Accuracy, my OC scores high in Looking Off, my QB coach scores high in Awareness ... those 3 things should develop quicker?

Or do I just maintain trying to hire the best rated coach across the board?

The ratio of influence is:

Head Coach: 50%
Coordinator: 30%
Position Coach: 20%

While you're probably better off trying to hire the best rated coach across the board, if you have a star player who you want one of his attributes to develop more quickly you might consider searching for a position coach who has the highest rating at that attribute even if he has low values in the other attributes. I think it would not serve you as well to do that at the coordinator or head coach position since they are influencing a much larger number of players.
