The overuse penalty against the defense is reduced significantly and even eliminated in some cases when the offense comes out in non-standard personnel to prevent the offense from forcing the defense to overuse nickel/dime/goal line/etc packages.

What?

So I can call the same defensive play every time my opponent comes out in a 4 or 5 WR set and never be penalized for it?

Same when they come out in the 3/1/1 or 2RB/3TE sets?

You would rather be able to come out in a 5-WR set on every down and be able to trash your opponent because they only have one dime package in their playbook?

+1, good reasoning. I didn't think of this but it makes sense.

I would rather they had more than 1 dime play in their playbook.

How is it any different than If they only have one "normal defensive backfield" play in their playbook. I will be able to trash them then, right?

The limit on how many plays you can select should be removed so we can make sure we have enough plays selected to account for each situation, and also ensure that one doesn't get called too much.

We also need more plays to choose from (but I know you've said this isn't going to happen any time soon). Removing the limit could happen quickly.

An idea to fix the play overcall would be to have the weights reduce each time the play is called. So that it has more balance. Perhaps have the weight reduce according to offensive familiarity(in the game) with the play. So this would force if an offense is clearly familiar with the play it will search for any other acceptable possible play call until the offense is equally familiar. This would cause much better play calling balance while still punishing intentional overusers.

Out of 30 defensive plays you can't find enough to cover all defensive personnel? After the release of 4.1, it takes some time, but you should be able to cover, normal, nickel. Dime, etc with enough plays. If I'm understanding your issue correctly.

...and not call the same defensive play too often if the offense spends the entire game in one personnel set. Correct.

This is true, I use Full Play Books in 3 of my 4 Leagues and still will hit this problem from time to time. And I don't even use Rules in those 3 Leagues to influence it, they have every play available to the Coach throughout every situation in the game.
